Regulation by the authorities is intended to facilitate the development of new, effective solutions that will ensure security of energy supply in the future. To achieve this target, the government must make it easy to produce power from solar, hydro, onshore wind and offshore wind power. Considering that Norway's total power production per date is approximately 156 TWh electrical energy annually, this entails major changes in both increased power production and reduction of consumption soon.
The Report concludes and clarifies – not surprisingly - that Norway needs power expansion by way of more “green"/renewable energy, larger and more powerful grids, and a more efficient use of energy in order to meet such long-term challenges.
According to the Commission, the main challenges for the Norwegian energy policy would be to keep security of supply in the Norwegian power system at a sufficient level, increase value creation based on Norwegian energy resources, protect the environmental, adequately address the climate problem, and stimulate more efficient domestic energy use.
In scenarios A and B, i.e. without the energy transition, Norway has a negative power balance, and thus imports 18 TWh annually. In the scenarios with the energy transition, C and D, Norway has a positive power balance, and thus exports 9 TWh annually. Case 1.
